디지털글로브(DigitalGlobe Analytics)는 2003년부터 2013년까지 함경북도 청진시 수성동에 위치한 제25호 수용소(25호 관리소/25호 정치범 수용소/25호 청진 정치범 수용소/25호 수성 교화소 등으로도 불림)로 알려진 북한 정치범 수용소의 사진 11장을 분석하였습니다. 이 보고서는 수용소 내 다음 구역에서 일어난 변화를 살펴보았습니다.

2012년 10월 북한인권위원회와 디지털글로브(DigitalGlobe)는 북한의 제22호 수용소(‘22호 관리소’ 혹은 ‘조선인민경비대 2209호’)에 대한 위성사진 분석을 공동으로 진행했습니다. 그 후 디지털글로브는 함경북도에 위치한 22호 수용소 내부 및 그 주변에서 일어나는 활동들을 확인해달라는 요청에 따라 다음 사항들을 조사하였습니다.
- 경계 철책과 감시탑의 위치 변화 및 일부/전부 철거 여부: 철책과 감시탑의 철거는 제22호 수용소의 노동인력이 수감자들에서 비수감자로 대체되었음을 의미합니다.
- 궁심동과 궁심죽포동 지역의 채광 활동: 비공개 출처에 따르면 이 지역의 채광작업은 중단되었고, 이 지역에 있던 광부들이 중봉동 광산(제22호 수용소)으로 재배치되었다고 합니다.
- 작년에 비해 수감자가 늘어난 증거가 있는지 확인하기 위해 제16호 수용소(관리소)를 분석, 평가: 이러한 징후는 제22호 수용소 죄수들이 제16호 수용소로 이전되었다는 주장을 뒷받침 할 수 있습니다.
- 시간 및 자원의 제약으로 인해 본 보고서는 처음 두 항목만을 다루고 있습니다. 향후의 보고서는 제16호 수용소에 대한 내용도 다룰 것입니다.

이 보고서는 북한 정부의 주도 하에 자행된 외국인 납치 사례를 심도있게 분석합니다. 북한의 외국인 납치 범죄는 북한 정권 초기, 김일성의 지시에 따라 시작되었습니다. 이후 북한은 다양한 국적, 성별, 연령대의 외국인을 홍콩, 중국, 일본은 물론 런던, 코펜하겐, 자그레브, 베이루트 등 장소를 불문하고 납치해왔습니다. 또한 1960년대에 걸쳐 총 93,000명의 재일교포를 북한으로 유인, 억류하기도 했습니다. 1970년대 초 북한은 정부 요원을 통제하기 위한 목적으로 그 자녀들을 납치하기도 했으며, 특정 국가에 잠입시킬 첩보원을 훈련시키기 위해 강제로 외국인을 납치하기도 했습니다. 납치 대상에는 중국 내 탈북자들을 지원하는 사람들도 있었습니다. 현재 북한에 억류되어있는 사람은 약 180,108명일 것으로 추산됩니다.

현재 북한은 매우 불확실하고 불안정한 권력 전환기를 거치고 있습니다. 이는 김일성-김정일 권력 승계 과정에서는 보이지 않았던 것으로, 김정일은 아버지 김일성의 직접 지도 아래 무려 20년동안이나 권력 승계 준비를 하였습니다.
북한에서는 모든 정치 권력이 김일성의 유훈에서 비롯됩니다. 현재 북한은 스스로를 “김일성의 나라”라고 칭하고 있습니다. 북한은 김일성이 죽은지 4년이 넘었음에도 불구하고 1998년 그를 “영원한 지도자”로 추앙하기 위해 헌법을 개정하기도 하였습니다.
김정일은 아버지 김일성의 이름을 빌려 성공적으로 권력을 잡고 유지할 수 있었지만, 이와 같은 승계 절차가 재현되기 쉽지 않음을 알기에 김정은을 김일성의 정치적 업적과 연결짓기 위해 애쓰고 있습니다.
김정일이 셋째 아들인 김정은을 후계자로 지명했지만, 이번 권력 승계가 성공적일 것이라는 보장은 없습니다. 많은 불확실한 요소가 있는 가운데 권력 승계 과정이 어떻게 진행되느냐에 따라 다양한 상황이 발생할 수 있습니다. 북한의 다음 지도자가 권력을 장악하기 전에 예상치 못한 정쟁이 나타나는 등 정치적 혼란이 닥칠 수 있습니다.

이 보고서는 새로운 삶을 찾기 위해 중국으로 탈북했지만, 인신매매나 강제 결혼의 희생양이 되어버린 탈북 여성들의 고통에 전세계가 관심을 가질 것을 촉구합니다. 중국에 거주하는 탈북 여성 77명과의 인터뷰 결과, 52명의 여성이 중국 남성에게 팔려가 학대와 착취를 당한 것으로 드러났습니다. 살아남기 위해 탈북했지만, 북한 여성들은 자신과 그 자녀마저 옭아매는 여러가지 정치적, 사회적 난관에 빠져있습니다. 중국정부는 그들을 “불법 경제이주자”로 간주하고 다시 북한으로 송환하는데, 이렇게 북송된 북한 여성들은 정치범 수용소와 구금시설에서 모진 처벌을 받습니다. 여러 번 중국을 방문해 탈북 여성들을 인터뷰한 인권운동가 이혜영씨는 이 보고서에서 북중 국경지역에서 양국의 정책과 관습이 어떻게 취약한 탈북 여성과 그 자녀를 착취하는지 생생하게 설명합니다. 인터뷰한 여성들의 증언은 우려스러운 현실을 잘 보여줍니다. 그럼에도 불구하고 위험한 탈북 과정을 거치고 북한의 기근을 탈출한 이 여성들은 북한에서 가장 운이 좋은 여성들이라 할 수 있습니다.

Through satellite imagery analysis and witness testimony, HRNK has identified a previously unknown potential kyo-hwa-so long-term prison-labor facility at Sŏnhwa-dong (선화동) P’ihyŏn-gun, P’yŏngan-bukto, North Korea. While this facility appears to be operational and well maintained, further imagery analysis and witness testimony collection will be necessary in order to irrefutably confirm that Sŏnhwa-dong is a kyo-hwa-so.
